New blockchain platform brings credibility to carbon registries

As governments and corporations work to fulfill climate commitments—ranging from net-zero targets to short-term emission reductions—researchers at Cornell University have introduced a blockchain-powered system designed to enhance how these pledges are tracked and verified. Carbon registries typically document emissions reductions, third-party validations, and the issuance of tradable carbon credits. However, researchers point out that many existing registries suffer from weak oversight, duplicate crediting, and questionable environmental claims.

Professor H. Oliver Gao from Cornell emphasized that reliable measurement is essential for meaningful climate progress, noting that consistency and credibility are especially critical in climate initiatives.

Introducing CATchain-R

To tackle these issues, Gao and his team developed Climate Action in Transportation (CATchain-R), a blockchain-based platform focused on improving emissions tracking—particularly in the transportation sector, where measurement can be complex. The study detailing the platform was published in npj Climate Action and co-led by Gao and researcher Xinlai Liu.

Strengthening Data Integrity

CATchain-R functions as a shared digital ledger that permanently records climate pledges, project documentation, verification reports, and carbon credit transactions in a time-stamped sequence. Once validated and entered into the system, records cannot be modified, ensuring transparency and preventing double counting.

Carbon registries often involve multiple stakeholders, including developers, auditors, and regulators. The platform separates project development from verification by using registry-managed auditor selection and automated smart contracts, reducing potential conflicts of interest and improving governance.

Liu described the permissioned blockchain as a secure and tamper-resistant framework that creates a transparent, long-lasting audit trail for climate actions, ultimately enhancing accountability.

Introducing a Carbon Credibility Index

Beyond tracking projects, the platform also introduces a carbon credibility index. This tool compares an organization’s stated carbon reduction goals with its actual performance, assigning a rating similar to a credit score. The aim is to encourage organizations to follow through on their commitments and progressively improve their environmental credibility.

Real-World Application in New York City

To evaluate its practical value, the research team applied the platform to New York City’s transportation system. They modeled emissions trends from 2005 to 2050 under two scenarios: one maintaining current practices and another aligned with former U.S. commitments under the Paris Agreement. The findings indicate that alignment with climate targets keeps emissions closer to required levels, while a business-as-usual approach may result in slower reductions and greater dependence on external carbon credits.
