OpenAI to work with Pentagon after Anthropic dropped by Trump over company’s ethics concerns

OpenAI has entered into an agreement with the Pentagon to provide artificial intelligence capabilities for classified U.S. military networks. The announcement came shortly after Donald Trump directed federal agencies to immediately discontinue the use of services from one of OpenAI’s primary competitors.

CEO Sam Altman revealed the partnership on Friday evening, following the collapse of negotiations between the Trump administration and Anthropic, the developer of the Claude AI system. Discussions reportedly broke down after Anthropic sought firm guarantees that its technology would not be applied to domestic mass surveillance or fully autonomous weapons capable of operating without human oversight.

Altman emphasized that OpenAI’s agreement includes clear safeguards preventing its AI from being used for mass surveillance or lethal autonomous weapon systems. He stated that maintaining human accountability in the use of force remains a core safety principle and noted that the Pentagon’s policies align with those standards.

He further expressed hope that similar conditions would be extended to all AI providers working with the government, encouraging collaborative agreements rather than regulatory or legal conflict.

OpenAI’s successful negotiations suggest it was able to secure assurances that Anthropic could not obtain. The announcement followed Trump’s public order instructing agencies to cease using Anthropic’s technology, after the Pentagon reportedly pressured the company to relax certain ethical restrictions.

In public remarks, Trump criticized Anthropic’s stance, accusing the company of attempting to impose its own terms on national defense operations. Meanwhile, internal reactions within OpenAI remain uncertain. Amid the broader dispute, nearly 500 employees from OpenAI and Google signed an open letter opposing efforts to create divisions among AI firms during defense negotiations.

In a memo to staff, Altman acknowledged that the situation now extends beyond a single company and represents a broader industry issue. He reaffirmed OpenAI’s long-standing commitment to prohibiting mass domestic surveillance and autonomous lethal weapons, stressing that humans must remain involved in high-stakes automated decisions.

Anthropic, which has positioned itself as particularly focused on AI safety, maintained that it would not compromise on its opposition to mass surveillance or fully autonomous weapons. The company stated that it had attempted to negotiate in good faith while supporting lawful national security applications, aside from those two specific exceptions.

Separately, OpenAI also announced it is pursuing a major $110 billion funding round that would value the company at approximately $840 billion, underscoring strong investor confidence despite the ongoing debate surrounding military AI use.
